Whether you need a local entity.
The dividing line is simple and it is not about service quality. A PEO co-employs alongside you and requires you to have a registered legal entity in the country. An EOR becomes the legal employer itself, so no local entity is needed.
That single requirement usually decides it. If you have no entity in the country, a PEO is not an option; if you already have one, a PEO lets you keep the entity and outsource the HR work around it.
A PEO works well if you already have a registered entity where your people will sit, and want to keep it. Choose Connext when you would rather not stand up an entity at all, or want offshore teams working alongside the PEO you already have.
Follow an engagement from the day you sign it to the day you judge it. At each milestone the two models do something different and at the last one, the BPO wins.
